Salary Level:  $51,104 – $59,159 (DOE)

Status:  Non-Exempt


Provides support to families of the regional center with navigating community and government and social service agencies to obtain services. Will assist families with intake support for regional center services and will assist with application support for school district, social security, insurance services and various other programs, as needed. Will conduct trainings for parents, professionals and community agencies. Will work collaboratively with various staff and agencies to stay abreast of community supports.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Provide in-person and telephone support to parents of children involved in Early Start and Lanterman services who are at risk for, or diagnosed with a developmental delay or disability. Support may include:

  • Peer counseling
  • Advocacy support
  • Referrals to community programs
  • generic resources and provision of information and educational materials
  • Will oversee navigator program staff and provide case management support to navigator staff
  • Will manage a small case load of families and consumers receiving navigation support
  • Provide specific guided support to parents of children in the regional center program with accessing programs that will benefit their child’s health and development
  • Performs record keeping and data entry for families who are assisted
  • Receives and directs all telephone calls and referrals, and maintains all documentation associated with its activity
  • Performs telephone and agency/outreach to community organizations, parent support groups and service delivery agencies
  • Assists families and community agencies with facilitating referrals for regional center service eligibility
  • Conducts early developmental screenings utilizing the Ages and Stages Questionnaire and additional screening tools, as required
  • Assist families with appeals processes related to services and supports for the client
  • Develops and conducts educational trainings related to child development and system navigation for families and professionals
  • Facilitates and develops professional and staff development training
  • Facilitates parent education workshops for infants, school aged and adult consumers
  • Coordinates and facilitates group supervision meetings for staff
  • Networks and identifies generic resources for internal supports of staff and external support of consumers


This job is a specialist position and will oversee some activities of personnel.


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily including maintaining timelines. An individual must also be proficient in the use of computer applications.


Bachelors in Social Work, Psychology, Human Services or Child Development or the equivalent of experience (at least five years) in a Human Service agency and experience working with individuals in the field of developmental disabilities.


Advance knowledge of the following systems of care: regional center including extensive knowledge of early intervention and lanterman law, mental health, healthcare and insurance services, social service agencies including Medi-Cal, Social Security, In-Home Support Services, and the special education services through local education agencies.


Ability to read and comprehend instructions, correspondence, and memos.  Ability to write correspondence.  Ability to effectively present information in one-on-one and small group situations to families, consumers, the community and employees of the organization.  Ability to read, write and communicate verbally in Spanish required.
