On March 1, 2019, Teodoro (Ted) Bilbao was promoted to Chief of Case Management for SCLARC’s Department of Children and Adult Services. Before joining South Central Los Angeles Regional Center, Mr. Bilbao worked as an instructional aide with Climb and was a lead instructor with WAPADH, Inc. For the past 20 years, Ted has served at SCLARC in several capacities.
Mr. Bilbao was a Service Coordinator in DCAS and promoted to Quality Assurance Specialist to Senior Quality Assurance Specialist for the Department of Community Services. He then returned to the Department of Children and Adult Services where he became a Program Manager and most recently supervised the Specialized Services Unit which serves forensically involved individuals as well as individuals placed in state hospitals, developmental centers, and IMD facilities. In his new role, Mr. Bilbao supervises the SSU Manager, other case management units, assists upper management with projects, and participates in community meetings.

South Central Los Angeles Regional Center (SCLARC) provides education, assessment, training and services in the communities of South Los Angeles, Watts, Leimert Park, Florence/Firestone, West Adams, and the cities of Bell, Bell Gardens, Compton, Cudahy, Downey, Huntington Park, Lynwood, Maywood, Vernon, South Gate, North Carson, Gardena, and Paramount.
