South Central Los Angeles Regional Center (SCLARC) provides education, assessment, training and services in the communities of South Los Angeles, Watts, Leimert Park, Florence/Firestone, West Adams, and the cities of Bell, Bell Gardens, Compton, Cudahy, Downey, Huntington Park, Lynwood, Maywood, Vernon, South Gate, North Carson, Gardena, and Paramount.
Position Title: Chief of Clinical Services
Title of Immediate Supervisor: Director of Clinical Services
Salary Range: $83,821 - $123,842 DOE
SUMMARY OF POSITION
Provides assistants to the Director of Clinical Services in all aspects of the department as needed. Works closely with individuals and/or their families. Communicates with staff, vendors and the community. Organizes and resolves work-related situations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
At least three to five years of experience with multidisciplinary teams for health, developmental, psychological/behavioral and social services expertise.
Strong leadership and management skills.
Excellent verbal and written communication skills.
Knowledge of license/certification requirements for multidisciplinary specialists.
Knowledge of federal, state, county and local regulatory requirements for services, care and treatment of intellectual disabilities.
Knowledge of current practices and procedures for assessment, evaluation and program planning for intellectually disabled consumers and families.
Ability to manage multiple tasks/projects simultaneously and delegate when appropriate.
Ability to negotiate, formulate and implement individual and agency contractual agreements in accordance with agency policy.
Experience with grant writing and other fund procurement methods/activities.
Ability to rapidly develop programs and services to conform to new legislation, grants and other mandates from regulatory agencies.
Assume special projects or assignments given by the Clinical Director.
Ability to integrate and synthesize all clinical components to complement and enhance service coordination.
SUPERVISORY RESPONSIBILITIES
The Chief must have strong supervisory skills managing over 40 staff and consultants. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work: appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems; monitoring budgets and scope of work for compliance with grant funded programs; other duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must have the knowledge and skills in management of a social service agency with responsibility for supervision of employees. Knowledge of principles and practices of management and leadership. Excellent writing skills and the ability to prepare written materials. Self-motivated with the ability to work in a high energy, fast-paced, team environment. Ability to work effectively and respectfully with a diverse workforce and community. Must have outstanding interpersonal skills and the ability to communicate effectively with a diverse population. Excellent interpersonal and verbal skills, including the ability to interact with staff, community members, especially the general public/community. Demonstrate knowledge and skills in the field of developmental disabilities. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
A licensed clinical specialist with a Master’s Degree in Nursing, Psychology, Social Work, Special Education, or a related human services field is preferred. Candidates possessing a Master’s Degree in one of the identified fields and demonstrating extensive relevant experience will also be considered. Seven to five years of management experience, including at least three years in a clinical setting working with multidisciplinary teams.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to upper management, public groups, and the Board of Directors.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to complete reports and analyze graphs, charts and tables.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
OTHER SKILLS AND ABILITIES
Demonstrates cultural sensitivity and awareness to diverse groups. Must be able to handle confidential information and adhere to Welfare and Institution codes. Must have good time management skills and be PC literate. The Chief shall have knowledge of the California’s Early Start Program and the Regional Center Performance Contract. In addition, the Chief shall have experience collaborating with community agencies on case matters and oversight in implementing recommendations from interdisciplinary team meetings. The Chief shall have experience maintaining compliance with waiver program guidelines and an understanding of best practices related to Risk Mitigation Management and Special Incident Reporting.

California Driver License, Class C with personal auto insurance (meeting minimum California requirements).
