South Central Los Angeles Regional Center (SCLARC) provides education, assessment, training and services in the communities of South Los Angeles, Watts, Leimert Park, Florence/Firestone, West Adams, and the cities of Bell, Bell Gardens, Compton, Cudahy, Downey, Huntington Park, Lynwood, Maywood, Vernon, South Gate, North Carson, Gardena, and Paramount.

SUMMARY
The program manager coordinates the agency’s quality assurance function pursuant to Title 17, California Code of Regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Supervises, evaluates performance, and coordinates the activities of the quality assurance specialists and the HCBS evaluator.
Assigns facility and program monitoring duties.
Coordinates the activities of staff in conducting complaint and abuse investigations.
Ensures special incident reports follow-up timelines are maintained by reviewing all SIRs, assigning QA staff follow-up duties, and monitoring compliance timelines.
Acts as the State Council for Developmental Disabilities Life Quality Assessment Liaison.
Chairs corrective action plan meetings and participates in vendor appeal hearings when necessary.
Participates in joint CCL/RC meetings, quarterly Southern California Regional Center Quality Improvement group meetings, as well as other interagency collaborative activities.
Acts as Back-up Residential Services Orientation Facilitator.
Participates in developing and implementing agency administrative policies.
Trains existing and new employees in the areas of agency policies, department procedures and agency or government regulations.
Represents the agency at community functions.
Assists in the identification of vendors and appropriate providers of service.
Prepares and/or supervises the preparation of statistical narrative reports.
SUPERVISORY RESPONSIBILITIES
Directly supervises regional center employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Master’s degree (M. A.) or equivalent; three years related experience and/or training; or equivalent combination of education and experience. A Bachelor’s degree (BA/BS) and five years’ experience within the developmental disabilities service system (with at least 2 years in a management position) will also be considered.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Fluent in Spanish with ability to respond to common inquiries or complaints from customers, and effectively present information to public groups desired but not required.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to define problems and solve problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Must be flexible.
OTHER SKILLS AND ABILITIES
Must demonstrate cultural sensitivity and awareness to diverse groups. Must be able to handle confidential information and adhere to Welfare and Institution (W and I) codes.
